Sydney's water is soft, so limescale almost never finishes a unit off. The cause is usually a sacrificial anode that has been eaten away or an element that has failed, and both of those are repairs rather than replacements a good part of the time.
In sandy ground the usual answer is that nothing you flushed caused it. Once a joint has opened, sand from outside the pipe washes in every time water moves through the soil, and the line silts up from the outside in. Clearing it works, then it fills again, because the defect is still there. A camera shows the open joint, and sealing it is what actually ends the cycle.
Caringbah is mostly post-war brick and tile with a lot of newer building on the waterfront streets, so heritage fabric is rarely the constraint here. The ground is. What we work around is sand, a seasonally high water table, and drains that have been shifting quietly in soft soil for fifty years.
That is a large part of the work here, and sand is the reason. On clay a leak surfaces as a damp patch or a greener strip of lawn. On free-draining sand the water goes straight down and leaves no sign at all, so the first evidence is often a water bill. We locate those with acoustic and pressure equipment rather than by digging where it looks likely.
